Pedestrian Crossing over the A232

Regrettably our pressure to secure a pedestrian crossing on the A232 near to Hartfield Crescent has not been successful. The initial proposal by Transport for London in early 2008, to close the Hartfield Crescent/A232 junction in order to site a crossing at the junction, was rejected by 71% of residents who responded to the public consultation. The revised proposal, in early 2009, to have one-way traffic at the entrance to Hartfield Crescent with the crossing alongside the entrance, was rejected by 67% of residents. However, 105 residents sent in requests asking for "option 5” to be implemented, a crossing 20 metres to the east of Hartfield Crescent which would have allowed two-way traffic at the junction.
Transport for London have informed us that this option was "discounted..... because it was not clear if the City of London would be willing to offer up land". We understand that the London Borough of Bromley was also opposed to this option. TfL have therefore concluded as follows:
"There is also now considerable uncertainty with regard to funding, there is no pedestrian accident history so, when compared to other locations where there is an existing problem, this is a relatively low priority site. As a result, TfL, with agreement of LBB, are no longer actively pursuing the introduction of a crossing at this location."
The WCRA Committee has told all three organisations (TfL, LBB and CoL ) that we are extremely disappointed at this conclusion, which seems to result from their failure to take account of residents' clear preferences in their discussions with each other.

Document received by TfL stating that despite support for the crossing, the lack of support for the closure of Hartfield Crescent, as well as a query over funding, means that there will be no crossing.

- Another consultation document has been circulated recently to residents affected by this project.
- The proposal to site the crossing 20 metres away from the entrance is included but has been discounted
- However, you can still make clear to TfL that the option to site the crossing at a different point from the desire line, is still valid. Surely pedestrians would not mind walking 20 metres up the road in order to cross safely....
- The only option will be to have a crossing near the entrance to Hartfield Crescent and therefore to make it “in-only”.
- All the "options" on the consultation document seem to be "discounted"; now is our chance to have our final say and persuade the relevant authority that we DO need this crossing.
The WCRA have campaigned endlessly to have the additional proposal included, to no avail and have not been included in all the discussions. Residents are now urged to get in touch with TfL and LBB directly, details at the end of this page, and on the consultation letter, to make your views known. Please write to or email all parties.

Open Meeting re the consultation and the latest proposal.
- This solution advocated by WCRA but still met with sizeable opposition.
- WCRA has since been in close communication with TfL and CoL asking for the proposal to have the pedestrian crossing to be sited 20 metres away and Hartfield Crescent to be open both ways, to be considered and added to the Consultation that residents should receive shortly.
- The WCRA felt this had been virtually agreed but have since learnt that a subsequent meeting was held between TfL, CoL and LBB and this proposal turned down.

Meeting between TfL, CoL and LBB (London Borough of Bromley)
- Proposal for crossing to be sited near the junction and the entrance to Hartfield Crescent make one way (in from Croydon Road) only.
- No indication that the idea for re-siting the crossing 20 metres away had been considered.
- Little likelihood of future funding being available for this project so LBB urging us to accept
WCRA were not invited to this meeting. - No official contact has been made with us without continual requests from our members.

WCRA AGM
- Representatives from Transport for London (TfL) and the City of London (CoL) attended and accepted that residents wanted a pedestrian crossing and not a Pegasus crossing.
- Residents also expressed their views that they were generally against any closure of the entrance to Hartfield Crescent; TfL and CoL indicated that a crossing may not therefore be feasible.
- Suggestions were put forward to site the pedestrian crossing 20 metres away so that Hartfield Crescent could be kept open both ways (it is a legal requirement to keep the crossing a certain distance from a junction).
